Abstract
This study was conducted to develop a business permit and licensing system for the Municipality of Dumangas. Specifically, it aimed to provide a permanent and secure digital storage for business permits and licensing records; provide a mechanism that will reduce the processing time of business permit from two days to a half day; allow faster searching of specific transactions; reduce the number of major steps in processing business permit; and, provide accurate, fast and convenient accounting of business tax payments.

The system was designed for use in the municipality of Dumangas in the province of Iloilo. The transactions involved are those related only to business permits and licenses. Processing of requirements such as barangay business clearance, community tax certificate, zoning, fire, health and sanitation and others as required by the municipality are not included in the system.

This study made use of a modified waterfall model with iterative method which is composed of five stages - requirements and definition, analysis, design, development and integration and testing. This has allowed the proponents to modify the system at a specific stage when deemed necessary.

Results of the study showed that the system is capable of providing proper, permanent storage of transactions; releasing the permit in just 3 hours or half a day; searching and locating business permit and licensing transactions faster; reducing the number of major steps in processing a business permit; providing fast and convenient accounting of payment; printing an electronic version of business permit; generation of billing statement and official receipt; automating the computation of payment and assessment of business taxes and fees; providing digitized storage and retrieval of business data and transactions; and facilitating fast and accurate application and processing of business permit.

Considering the significant findings and conclusions, it is recommended that information can be viewed as an organizational resource; thus, it must be managed carefully just as others are. The availability of affordable computer power to organizations has meant an explosion of information. Therefore, by using a computerized business permit and licensing system, faster assessment of business registration procedure that could give convenience to the clients can be achieved. In terms of security, this system can provide data integrity. This study will also serve as a reference for future development in related fields.
