This study was conducted to determine the compliance of NIPSC’s academic library system to Commission on Higher Education requirements in the implementation of OBE curriculum. Mixed method was used to evaluate the academic institution’s library in the areas of vision, mission, goals, and objective (VMGO), administration, personnel, collection, services, physical set-up/facilities, information technology resources and services, financial budget and linkages. Data from actual observations in the library, documents and survey were obtained, analyzed and interpreted. Nine librarians from all NIPSC campuses were the respondents to the survey assessment tool adapted from CHED library standards in the library areas: vision, mission, goals, and objective (VMGO), administration, personnel, collection, services, physical set-up/facilities, information technology resources and services, financial budget and linkages. Majority of the campus libraries’ ratings was within and above CHED standards. Only few campuses were below standards. Described as Poor were Personnel, Collection Management and Information Technology; hence, these were priority areas considered in the development plan. Conversely; Vision, Mission, Goals and Objectives, Administration, Services and Utilization, Physical Facilities, Financial Resources, and Linkages were described as Good but were still considered to maintain or even exceed expectations. Therefore, the five-year development plan was crafted to ensure an efficient and effective implementation of the OBE curriculum that will place NIPSC as an institution at par with local and global standards.
