dc.description.abstractThe traffic volume based on VCR of 0.990 which is at full capacity and vehicular accident rate of 19.50 on the average annually, supported the need to divert traffic flow to decongest the traffic at Real St. and to lessen vehicular accident at comer Delgado-Confesor St. The Zarraga altemate/by-pass route is thus proposed, 1 kilometer long extending Confesor St. at the back of Zarraga Municipal Hall and connecting with the lowland area at the back of Zarraga Central Elementary School exiting at the national highway before the Janipa-an bridge. The by-pass route which approximately costs ₱ 57 M is more than justifiable to exchange not only for the inconvenience of travel but also for the risk of accident posing great hazards to lives of commuters, drivers and pedestrians. Its construction, therefore, is strongly recommended.en_US
