Evacuation centers play a crucial role in handling and lessening the impact of both natural and human-caused disasters, offering a protected and stable place for people who have been uprooted from their residences or workplaces. In the municipality of Santa Barbara, Iloilo, the current evacuation facility—a gymnasium—lacks the proper features to serve as a reliable evacuation shelter during disaster like typhoons and earthquakes. This inadequacy often leads to overcrowding and discomfort, worsening the situation for already vulnerable families. To address this problem, the project study proposes a design for a two storey multi-purpose evacuation center. This facility is meant to provide a safe space during disasters, while also functioning as a venue for events and community activities during normal times. The design includes complete architectural, structural, electrical, and plumbing plans, all aligned with the various standards of professional practice. The proposed design features green building technologies, including solar-panel system,natural lighting and ventilation. These features aim to reduce the environmental impact and make the building more cost-efficient and eco-friendlier in the long run. The proposed evacuation center will have a total floor area of 2,040 square meters, with an estimated cost of PHP 55,090,787.34 which is to be shouldered by the LGU of Santa Barbara, Iloilo if they implement this project design. The projected has a duration of 245 working days. This project offers a long-term, sustainable solution to strengthen disaster preparedness and should be considered by local officials to enhance community resilience. It is recommended that the project be implemented sooner, with further review of the structural design, soil conditions, and cost estimates, and the future inclusion of safety and security measures.
