This research study aimed to explore the preparation experiences of barangay officials in the events of flooding to enhance disaster management in flood-risk communities. This study employed a phenomenological approach, and the researchers purposely selected eight barangay officials because they are closely exposed to the flooding. Interviews and observations were conducted, and Braun and Clarke's six-phase thematic analysis framework was utilized in the data analysis. The study findings outlined some of the significant challenges posed by recurrent flooding, such as disturbance of livelihoods and even safety due to inadequate infrastructure and even limited resources. Measures have been undertaken by barangay officials, including training programs, community cooperation, and evacuation planning. There exist gaps, though, in terms of the resources, such as inadequate availability of life jackets, boats, and medical kits to enable effective preparation, as well as the geographical location of the participants which leaves them prone to flooding. Among other points that the participants identified include improved drainage systems, resources, and livelihood support targeted to build the community's resilience. The study has concluded that while local actions did have some progress in preparedness for flooding events, a predominately reactive system still exists, and this continues to limit adequate disaster response. Gaps can be bridged through sustainable planning, augmentation of resources, and consistent policy reinforcement to mitigate the growing risks of flooding in such vulnerable areas.
