Introduction Housing is one aspect of the broader field of social organization. It embraces not only the consideration of the physical structures in which humans well, but also the entire human race in all countries and nations speak of “My House”. The principal and basic necessities of human life are food, clothing and shelter; without these, we cannot conceive a life worth living. These three basic necessities of life if desired in adequate quantity and quality are also deprived of some basic necessary amenities of life which determines their mental and physical development and economic activities to earn their living. Here in Philippines, the national government is exerting its effort to meet the housing needs of the nation. The problem is that more than a million households throughout the urban centers desire this most important pre-requisite to recent living. It is not enough that they have houses, but that they should have homes. According to one of the members of senate, it is the responsibility of every just and civilized society to make every citizen aware of the importance of not just house but home. Constructing or improving shelters of more than a million household indeed presents a tremendous problem. This is also one reason why the new constitution does not merely use the term housing but qualifies it with the word “recent” housing which in a sense is what a home should be, even before the administration of President Aquino has to stand up to the problems of decent housing for our people.
