Abstract
This study was conducted primarily to determine the factors affecting the performance of the elected Sangguniang Kabataan (SK) in Janiuay, Iloilo, a town in Western Visayas, based on Republic Act (RtractA) 10742, the SK Reform Law of 2015, the current governing law of the local youth organization. Using descriptive-correlational research, employing a researcher-made questionnaire for data gathering, 47 respondents were included in this study. The results showed that the SK in Janiuay had a low level of performance. The findings indicated that the respondents were mostly single adults, and who were college graduate. Most of them received an adequate amount of honorarium, and majority of barangays, classified as rural, were allocated a moderate annual budget. This budget size depends on multiple factors, particularly the general fund of the barangay. They were also highly supported by the organization. This study resulted in the conclusion that as a factor in the performance of the SK, only age had a strong relationship with it, which indicates that the new law was correct in increasing the age bracket. Hence, there were other intrinsic factors which contributed to the low performance, such as lack of creativity or innovation. Thus, it is recommended that the SK foster a sense of creativity and resourcefulness in coming up with projects and programs. A deeper understanding of the inherent factors of the individual youth in community participation may be the critical next step in progressing SK as a mechanism for national development.
