Abstract
This study was conducted to analyze and compare the content of the anti-discrimination ordinances enacted by the Province of Agusan del Norte, Batangas and Cavite. The study utilized a non-experimental qualitative-content research. The study is purely discussion type. No experiments, surveys or interviews were conducted. The made a thorough study of the three provincial ordinances. It also used books, journals, newspaper articles, published reports and academic studies and other internet sources for further discussion. By comparing the three laws, it was revealed that they share almost similar provisions with minimal variations. The study presents statistics and figures pertaining to crimes committed against LGBT members in the whole country. The study also disclosed that since its enactment in 2016, there were no convictions rendered by Municipal and Regional Trial Courts. Furthermore, data among the three provinces showing the impacts of the ordinances, whether or not they were indeed effective is not yet available. There are also no available data regarding violations of said ordinances in all provinces that were lodge in the office of the prosecutor or even blotter reports from the Philippine National Police.
