Abstract
This evaluative study was conducted primarily to evaluate the implementation status of Philippine Disaster Risk Reduction and Management Act of 2010 (R.A. NO.10121) in the province of Iloilo, as well as to determine the proposed amendment and revision to the law from the Provincial Disaster Risk Reduction and Management Officer. Specifically this study aimed to established the fact that there is no significant difference between the provisions of the law and its implementation as regard to Prevention and Mitigation, Pre-Disaster Preparedness, Disaster Response, and Disaster Rehabilitation and Recovery of Iloilo Province. Moreover, this study aimed to determine the geographical vulnerabilities of Iloilo Province and the effect of Population and Budget to the implementation of Philippine Disaster Risk Reduction and Management Act of 2010 (R.A. NO.10121).
The date were obtained through an in depth interview and administering an open-ended questionnaire. The participant was asked to discuss the implementation status of Philippine Disaster Risk Reduction and Management Act of 2010 (R.A. NO. 10121) specifically the activities and budget for Disaster Prevention and Mitigation Programs, Disaster Preparedness Programs, Disaster Prevention Programs/Projects and Activity, Disaster Procurement/Acquisition of Disaster Equipment for Disaster Response and Rescue Activity, Disaster Response, and Disaster Rehabilitation and Recovery Programs of Iloilo Province as well as the current vulnerabilities of the province and the effect of the population and budget in the enforcement of the law.
Through the course of the study it was determined that the law had been implemented as early as 2011; hence most of the programs are already in its Updating, Improvement, and Inventory stages. Factual findings include the determination of numerous geographical vulnerabilities of the province such as Tropical Cyclone, Flood, Storm Surge, Landslides, Fire, Earthquakes and Tornado. Moreover it was determined that there are four stages in Disaster Risk Reduction and Management being implemented in the province- Prevention and Mitigation, Pre-Disaster Preparedness, Disaster Response, and Disaster Rehabilitation and Recovery. In addition, it was determined that the Province of Iloilo has sufficient budget for the implementation of this legislation. It was further ascertained that amendments are proposed for some provisions of the law.
Recommendations are basically focused on the continued and active participation of the schools, government and private employees and the public in general in the implementation of Philippine Disaster Risk Reduction and Management Act of 2010 (R.A. NO.10121).
