dc.description.abstractThis descriptive research design aimed at determining the extent of implementation of the theological seminary library five-year development program 2016-2021 specifically on its three-year implementation from 2016-2018. This study employed both the quantitative and qualitative approach to gather the data such as the evaluative method of survey. Descriptive statistics was employed for the quantitative data gathered by the researcher using manual computation. Qualitative data were subjected from an in-depth analysis to ascertain the existing phenomenon. Findings revealed that the extent of implementation of the UTS five-year library development plan as of 2016-2018 was describe by the librarian program implementers as "highly" implemented with an average mean score of 2.68. Findings as to per area showed that in area 2 as regards to collection and area 3 for personnel were both rated by the respondents as "highly" implemented with mean score of 2.97 and 2.80 respectively. In area 1 which refers to physical aspect, facilities and equipment, it was rated as "fairly" implemented with an average mean score of 2.26 Validation revealed that the written plan does not explicitly quantify chairs, tables, shelves, as well as Library of Congress tools and Venetian blinds to purchase. Budget was identified as the hindering factor in the initial year of the plan implementation. However, the administrative support and solicitations of suggestion has lead for allocating sufficient library funds through grants. ATESEA and the Philippine Library Standard for library must be considered in planning and implementing library programs to conform with the standardized level of performance.en_US
