A crisis center facility serves as a vital resource, offering immediate support, essential services, and interventions to individuals experiencing urgent mental health, emotional, or situational challenges. Republic Act No. 9344, also known as the "Juvenile Justice and Welfare Act," defines the Juvenile Justice and Welfare System as a system that deals with children who are at risk or in conflict with the law and provides child appropriate proceedings. Every municipality needs a 24-hour residential home established by the local government where the child resides providing shelter protection and safety. The Municipality of Dumangas currently lacks dedicated facility to cater children in conflict with the law, critical number of crime rates by juveniles, and no facility to cater abused individuals. To address these concerns, a proposed two-storey Balay Paglaum is intended for construction, the design is primarily based on standard codes, etc. This study consists of architectural, structural, electrical, electronics, and plumbing designs which follow the various standards and codes of practice along with construction specifications, cost estimates, and work scheduling. Additionally, green technologies such as rainwater collection system, and flexible and interactive space integrated into the design are considered as the best building features. The proposed structure is 1063.80 sq. m. with an estimated cost of PHP 31,444,861.04, to be funded by the Local Government of Dumangas with expected construction period of 240 working days. To enhance overall well-being of the children, it is recommended to provide facilities for outdoor activities within the vicinity of the perimeter wall.en_US
