| dc.description.abstract | This study examines the adaptation of e-governance in the Municipality of Mina, Iloilo, focusing on its implementation, challenges, and impact. Using a qualitative approach, the research gathered insights from 12 participants, including IT personnel, Sangguniang Bayan (SB) members, and teachers. Data were collected through focus group discussions and analyzed using thematic analysis by Braun and Clarke (2006) to identify key themes and subthemes. The study explored three key e-governance initiatives: the Mina Learners Monitoring System (MLMS), the Municipal Agriculture Information System - Farmers Agriculture Resource Management System (MAIS-FARMS), and the Mina Electronic Transparent Financial Management System (METFIMANS). Findings reveal that e-governance has enhanced transparency, efficiency, and public service delivery, particularly in education and financial management. However, challenges such as limited internet connectivity, financial constraints, and data privacy concerns hinder full adoption. The study also highlights the importance of stakeholder collaboration, particularly partnerships between local government units, educational institutions, and private organizations, in promoting awareness and digital literacy. The study concludes that while e-governance significantly improves governance efficiency, further investments in digital infrastructure and cybersecurity measures are necessary to maximize its benefits. These insights provide valuable implications for other local government units aiming to implement similar digital governance initiatives. | en_US |
