[The following is the commencement address delivered by the author at the 58th commencement exercise of the Central Philippine University, on March 23, 1986.]
We complete today almost a month of our new government, yet it is not towards the past in which our thoughts are beamed. We think of the happy changes and the pleasant developments that have occurred so swiftly in just a month, but they simply intensify with clarity the task and labors ahead.
