This project paper aimed to formulate an Information Systems Strategic Plan (ISSP) for Capiz Emmanuel Hospital. The paper focused on the following specific objectives: (1) establish clearly articulated and measurable goals and objectives, guidelines, and ICT roadmap; (2) develop ICT infrastructure design; (3) design the ICT architecture; and (4) determine the ICT resource specifications and human resource job description. A Technical Working Group (TWG) was formed to: gather and compile relevant data and documents, perform analyses and report to the Administration the status of the project. Selected FCU students served as enumerators in gathering relevant data from the personnel of the hospital. The methodology of the project paper was patterned after the framework of Information Systems Strategic Planning Guidebook adopted by the National Computer Center (National 2009). It has five major phases: (1) Information Systems (IS) Planning Project Organization; (2) Assessment of the Agency’s Organizational Strategy; (3) Assessment of IT Options; (4) Formulation of IS Development Strategy; and (5) IS Projects Planning. This project paper came out with the following results: (1) it established clearly the articulated and measurable goals and objectives, guidelines, and ICT roadmap that gave direction to hospital’s overall technology environment; (2) it formulated information systems under the three divisions: (a) for the Administrative and General Services division, (b) the Finance And Revenue Division; and the (c) the Health Care and Patient’s Benefits; (3) this study formulated the design of the ICT architecture which is supported by the projected cost of the hardware, software, network and telecommunication and other ICT resources. The Sketch up program was used to illustrate the ICT architecture; and (4) this study has developed an infrastructure model that integrates the information systems of different departments of the hospital. It has included network infrastructure model. Packet tracer, a program for network simulation, was used to show the network layout and establish network configuration of different information systems.en_US
