dc.description.abstract | Statement of the problem Many of the people in this province still subsist mainly on rice and fish and have not learned the value of a balanced diet. Many families still do not have sanitary toilets. Pigs and chickens still are free to roam about. Surroundings are still dirty and garbage is not disposed of properly. Reading materials such as books, magazines, and newspapers are few. As a result of this inadequacy of reading materials people of this province, for want of a better outlet for their excess energy, spend their leisure time in cockfighting, card games, end gambling. Division Superintendent of Schools Iluminado G. De Castro, upon seeing these conditions existing in his division, started the program of Fundamental and Adult Education at the beginning of the school year 1950-1951. He sent out to his division yearly objectives for the field personnel to carry to completion. The most important objectives issued was for the schools not to concern themselves merely with teaching the school children, but to educate also the pupils' parents and other adults, and to improve the different areas of their community living. This objective is being achieved not only by the school personnel and the parents of the pupils, but also by other agencies. Although this program started with interest the improvement in the different areas of community living in the province has been limited and slow. It is, therefore, the purpose of this survey to find out the causes or problems that made the implementation of the fundamental and adult education program in the province slow. This is done so that remedial measures can be defined to overcome such problems. | en_US |
