This research was primarily conducted to determine the jail management and practices in Iloilo City and its implication to penology and rehabilitation laws / legislations. Specifically, it determined the jail management and practices in Iloilo City in terms of cognitive-behavioral interventions, physical conditions of jails, prison program based on prisoner’s needs, therapeutic management, evaluation and capability-building process, offender-rights based programs, and its implication to penology and rehabilitation laws/legislations. The subjects of this study were 12 inmates of the Bureau of Jail Management and Penology which represented the 1.45% of the total 830 inmates. A self-administered questionnaire for in-depth interview served as a main tool for data collection. In general, the jail management and practices in Iloilo which have implications to penology and rehabilitation laws include (1) the Physical Condition of Jails composed of ventilation due to overcrowding and lack of sleeping needs; (2) Therapeutic Management; (3) Evaluation, but none for Capability-Building; (4) Offender/Rights based Program specifically in food. On the other hand, jail management and practices in Iloilo City have no implications for penology and rehabilitation laws/legislations in the following in terms of Prison Program Based on Prisoners’ Needs: (1) separation categories; (2) Alternative Learning Systems prior to admission; and (3); sports activities and (4) Evaluation and Capability-Building Process. However, jail management and practices in Iloilo City have implications in terms of evaluation of the skills of inmates.
