Résumé
This is a qualitative study conducted to assess the University of Antique Library collections, personnel, services and facilities using the AACCUP standards. The findings served as basis in the formulation of a five-year development plan.

The study adopted the Delphi Method. A Library Committee was formed composed of at least one representative from the seven colleges/departments of the university and two external consultants.

The instrument used for data gathering for this study was a questionnaire checklist using AACCUP standards as criteria. Data collected were analyzed and interpreted qualitatively using the identify - discuss - justify strategy. Further, in order to qualify the assessment of the university library in terms of collections, services, personnel and facilities the AACCUP standards were used.

The result of the study revealed that even with the “adequate” library collection, personnel, services and facilities of the UA Library, its students, faculty members and other users are not utilizing nor availing the best library resources and services they felt they deserve to have for their information needs.

Based on the findings, the following conclusions were formulated:

The collection, personnel, services, and facilities of the UA Library, the quality and quantity of these hardly conformed to the standard for a particular program. The UA Library conforms to the requirements only for the accredited programs, but not for those which have not been accredited yet and the new programs;

If the strengths and opportunities are sustained and its weaknesses improved, and threats lessened, there will be more adequate collection, personnel, services, and facilities; The proposed five-year development plan for the UA Library is expected to improve collection, personnel, services, and facilities.
