With lucid and alarming candor, the author cites unconscious habits and attitudes, as well as powerful social forces, that resist the growth of democracy here. He reveals the immaturity of our people in many significant ways and feels that democracy doesn’t work in the Philippines because it can’t. However, he says that if our people and institutions are honest enough to recognize and admit the serious shortcomings, then there might be hope. Otherwise, he views, with characteristic mordancy, that the deepening shadows of authoritarianism will continue to lengthen. Evolution as an engine of change, rather than armed revolution, might be the way out, provided our society can wake up and be resilient to transform its present undemocratic spirit.&#13;

To the question—Does democracy work in the Philippines?— the answer could well be yes and no, probably more no than yes. Or a better answer might be, superficially yes. And very seriously, no.&#13;
If the question were phrased differently—“Can democracy work here?” — the answer would have to deal with the ability and power of the people to make it work. That ability and that power are shaped and limited by the framework of the prevailing institutions. Therefore, the answer in essence could well be the same, “Democracy doesn’t work here because it can’t.” It can’t, because of the character of the framework.

Rivers are vital components of the biosphere and an excellent habitat for many of the Earth’s organisms. The prime focus of this study is the Iloilo River located in the City of Iloilo, Panay Island, Philippines. It is classified as Class C body of water. In spite of the unique abundance of biodiversity in Iloilo River, the quality of water in the area has been severely affected by rapid industrialization and urbanization. This study focused on the characterization of bacterial microbiota in the river using 16S rRNA sequencing. Based on 16S rRNA gene sequencing eighteen bacterial family and 19 species were taxonomically identified and classified across the sampling sites. At the family level Microbacteriacea accounted for the most abundant family (8.41%) belonging to the phylum Actinomycetota followed by Flavobacteriaceae (6.34%) under the phylum Bacteroidetes. On the species level the two most dominant species across all sites were Marichromatium gracile (3.62%) and Candidatus aquiluna rubra (3.42%). Most of the identified bacteria were novel and recognized as important human and aquatic pathogens; hence, provide evidence that Iloilo River harbors bacterial population, which might pose health and environmental risks to humans and aquatic lives. There was low microbial diversity index across all sites. Analyses of the selected physicochemical parameters such as temperature, turbidity, salinity and total suspended solids (TSS) pH and dissolved oxygen (DO), indicate that the values were within the national standard limit for Class C Water Body Classification.

This study was conducted to determine and explore the promoters and deterrents, and the extent of governance innovation in the implementation of a public-private partnership (PPP) among local government units (LGUs) in Iloilo Province. This study is a mixed-method - explanatory sequential design with pragmatism as the paradigm worldview. The target population consisted of the 42 LGUs and one component city of Iloilo Province, but the respondent population was the local chief executives and the planning coordinators, respectively. A three-part questionnaire was used to collect the data. A key informant interview (KII) was utilized to probe deeper into the quantitative findings. The study found that only 2 out of 43 local government units in the Province of Iloilo had both a PPP ordinance and project as mandated by MC No. 2016-120 “DILG Guidelines for the PPP Implementation.” Low compliance to this effect was observed. However, there were some LGUs that despite the lack of a PPP ordinance had engagement with the private sector, thus, a changing mindset toward more open and trusting governance was revealed in this study. Further, results indicated that the income classification of the LGUs and the lack of financial resources as a deterrent to PPP implementation were generally related. Also, the existence of PPP projects had a bearing on the extent of governance innovation. Overall, the extent of governance innovation in PPP implementation among LGUs was only innovatively- active. Findings revealed that it is likely due to local politics, unfavorable market factors, poor knowledge of PPP, a lack of PPP ordinance, and a lack of political skills, while good governance practices, strong market efficiency, and a stable institutional environment remain as promoters of PPP as governance innovation.

Isa sa mga kalakaran sa kasalukuyan sa mga gawaing panturismo ang pambigay ng malaking tuon sa kultura at kapaligiran. Hindi na nga sapat ang simpleng pagbisita lamang ng mga turista sa isang lugar. Ang pagiging turista ay nangangahulugang pagbibigay-halaga, pag-aaral at malalim na pag-unawa sa lugar na binibisita. Mas nagiging kapana-panabik ang pagbisita ng isang turista sa lugar kung batid niya ang kahalagahang pangkasaysayan at pangkalinangan ng mga ito.&#13;
Para sa pagtalakay na ito, isa sa mga iminumungkahi ng mga mananaliksik na isama sa pagbabalangkas ng programang panturismo ang mga kabundukan ng mga lalawigan ng Aklan at Antique Masasabing kinakailangan ito sa kasalukuyan dahil ang malimit lamang na binibigyan ng tuon sa mga programa ay ang mga baybay dagat at dalampasigan na totoo ngang nakahihikayat ng maraming turista taon-taon.&#13;
May kakaibang pang-akit ang mga bundok ng dalawang lalawigan. Sa katunayan, bago pa man ang pagtatampok sa mga ito sa gawaing panturismo, lagi't lagi nang pinahahalagahan ng mga tao ang kabundukan ng dalawang lalawigan. Patunay dito ang kasunod na pagtalakay sa pagbalik sa mga talang pangkasaysayan na dapat isaalang-alang sa pagbabalangkas ng programang panturismo.; English translation: One of the current trends in tourism activities is the provision of great focus on culture and environment. A simple visit is no longer enough for tourists in one place. Being a tourist means appreciation and study and deep understanding of the place being visited. A tourist's visit to the place becomes exciting if he knows the historical and cultural importance of the place.&#13;
For this discussion, one of the researchers suggests that include in the formulation of the tourism program the mountains of Aklan and Antique provinces. The only programs that are often given focus are the coastal areas and beaches that attract many tourists every year.&#13;
The mountains of the two provinces have different attractions. In fact, even before they were featured in the tourism industry, people have always appreciated the mountains of the two provinces. For developing a tourism program, the history of these places must be reviewed and discussed.
